Phase 3 - Draft Community Plan and DGEIS
This phase involves preparation of the Draft Community Plan and DGEIS suitable for plan adoption and the SEQR review process. The preferred alternatives will become the basis for preparation of the Draft Community Plan. It will be a succinct and action-oriented document that sets the framework for future actions by the Village and provides benchmarks against which to measure success. The Community Plan will also incorporate the Business District Development and Main Street Revitalization Plans.
Ultimately, a successful community plan depends upon the vision and projects that are set forth. The Plan will identify projects and strategies, both large and small, that are economically and physically feasible and that address the unique opportunities of Williamsville. This vision and projects will be graphically depicted in sketches and drawings with particular emphasis on the business district.
Parallel to the development of the Draft Community Plan, the Team will prepare a Draft Generic Environmental Impact Statement (DGEIS). The DGEIS will incorporate the plan both by reference and by including elements of the plan. Major plan concepts and strategies will be summarized and evaluated for impacts and all other required EIS elements will be provided.
The Draft Community Plan and DGEIS will be reviewed by both technical staff and the Community Plan Committee. In conjunction with this review, comments on the Business District Development and Main Street Revitalization plans will also be incorporated into the document. Following this round of review and revisions, the Draft Plan and DGEIS will be ready for public review and comment. The Plan Committee will then hold a public hearing to receive comments.
